When Japan entered World War II, the land-based Ki-43 Hayabusa (Peregrine Falcon) was among the most advanced aircraft available to the nation and, with 5,900 produced, also the most important. At the start of the war, the Oscar enjoyed air superiority, but as newer Allied aircraft were introduced, its armament began to show weaknesses. The Ki-43 II improved the Hayabusa's engine with a two-stage supercharger, enhanced its protection with self-sealing fuel tanks and pilot armor, and replaced its rifle-caliber armament with heavy 12.7 mm machine guns.

Like its counterpart in the Imperial Japanese Navy, the A6M Zero, the Ki-43 Oscar remained in service long after technological advances had rendered it obsolete.
